Creation of the Action Plan for Vibrancy & Sustainability at Torpedo Factory Art Center (Vibrancy Plan)

On November 17, 2018, Alexandria City Council directed City staff to create the Action Plan for Vibrancy & Sustainability at Torpedo Factory Art Center and affirmed that the City of Alexandria Office of the Arts would continue as the long-term managing entity responsible for management and operations of the Art Center. The City of Alexandria Office of the Arts undertook the process to determine a path towards enhanced vibrancy and sustainability of the Art Center. As part of that process, the City contracted with SmithGroup and Chora.

Both consultants were selected based on their work with outstanding national and international arts and culture institutions.  SmithGroup has a vast knowledge of the City of Alexandra from working together in the past and is supported by a seasoned Cultural division having worked with institutions including the National Park Service and Smithsonian Institution. Chora has completed strategic planning for notable institutions including the Baltimore Museum of Art and the Carnegie Museums of Pittsburgh.

SmithGroup and Chora reviewed the 15 existing public and privately commissioned studies that touched on the Art Center. Reports included the 2017 Torpedo Factory Art Center Community Engagement Report, in which more than 600 Alexandrians provided feedback on the Art Center. SmithGroup and Chora developed a set of overarching goals and recommendations based on those existing plans.

These 15 existing studies, publicly and privately commissioned, informed the master study:

In July 2019, SmithGroup and Chora presented to the City, “A Study of the Studies: Themes and Recommendations for a Vibrant and Sustainable Torpedo Factory Art Center.”  This meta-analysis of the 15 public and private reports led to the creation of the Action Plan for Vibrancy & Sustainability at Torpedo Factory Art Center, completed in January 2020.

Alexandria City Council received the Action Plan for Vibrancy & Sustainability at Torpedo Factory Art Center on February 3, 2021 and directed staff to implement it on December 14, 2021.
